THE FOLLOWING IS ONLY IF YOU WANNA WATCH DVD'S ON COMPUTER BUT SEE THEM ON THE TV
THIS IS NOT TO WATCH THE TV (CABLE) CHANNELS ON THE COMPUTER
You only need 2 things..
A "S-Video" cable.. (which i think you said you already have)
and second.. you need a decent graphic card.. which has an "S-Video OUT"... This you can see if you look at your graphic card carefully.. if you see a port for the cable.. means you have S-Video out..
Apart from that.. make sure your TV is not really old and not S-Video compatible..
All you have to do is plug the cable from computer to TV..
go to Desktop>properties> Settings> and then select dual monitor
the last step might be different and depends on you graphic card.. it's an easy setup and you can surely find guides on google as well.

Most newer TVs have an SVideo input on them. You will also need some RCA audio cables or a fibre audio cable, depending on what comes out of your computer. The Media Center computer SHOULD have an SVideo output, and standard Left/Right RCA Audio outputs. If you have a high end Media Center computer, it will have a Fibre Channel Audio Output.
You can go to Radio Shack and get the cables you need for just a couple of bucks.
Just hook them up and use them. Should work fine.
Personally, I use my laptop since it has all these outputs on it already. And I use the Media Player Classic included with the Satsuki Decoder Pack to play back everything. Get that here:

You already have a S-video cable. All you need now is a sound cable, a y audio cable that has a pin on one end and a pair of RCA connectors on the other.

The pin connectes to the speaker out on your laptop and the other end on your tv.
Play the DVD on your computer, then use the Fn and F8 buttons to toggle the image from teh laptop to the TV.
With what you have, you can view the picture on teh TV and get the sound from the Laptop speakers!

If the specs are right, you have an s-video output. So your pc is good.
If your tc has svideo, you need a simple cable. If the tv is composite, you'll need the correct cable.
On the tv, select the AUX or svideo input to play.
That simple!

if you wish to conect your PC to TV , you PC or Laptop should have TV port to connect form Laptop to TV, some Laptop it have build in TV connector. But Desktop i never saw it.

your computer has s video out, you can connect it to a tv of a similar resolution(HDTV) and play DVDs.
