You cannot 'sign up' to be a featured citizen in millsberry. The selections are made by the millsberry.com developers from among the members of the millsberry population.
If you visit the town hall http://www.millsberry.com/town_hall/
and look at the information desk there is a section on how to become the featured citizen. I would suggest you review that for some helpful hints.

Sorry but you can't sign up to be Citizen of the Week. It is practically random. Mills has picked people with very low stats many times before! Sometimes the featured homes look like the person did not try very hard.

A: Citizen of the Week is chosen by the Millsberry City Council. Each week, they look through the city records and choose a Citizen. If you'd like your Citizen to be considered for this prestigious award, just be the best example you can be!

You can sign up the millsberry creators pick people who look like a good role model and most of the time most citizens of the week have a lot of trophies and their bars are full(when i said bars i meant the blue ,green, red and yellow bars that are under your buddy character) .You can go to the towns hall and look at the rules on more information on that.

It is impossible to just "sign up" to be the Citizen of the Week. You just need to be the best example you can be! I have aome ideas to be the Featured Citizen. Here are some:
Always feed your buddy
Play on Mills every day
Be generous
Have fun
