Lock washers keep the parts on the bike by maintaining pressure on the fastening hardware. The pressure provided by the washer prevents the nut from vibrating loose then off.

Alternatives are locking nuts, cotter pins, Safety-wire, or lock tight.

What they mean by "back off" it for the bolt to actually unscrew itself due to excessive vibration over time. The lock washer provides a quick stopgap that when the bolt begins to unscrew, part of the lock washer digs in and prevents its movement. You can still unscrew it using your tools, but it prevents the micro-slippage that would otherwise happen just from starting your bike up, and from riding it on the road as well.

Lock washers, wheteher they are split, star, serrated or any other shape are used to prevent a nut from backing off the bolt to which it is attached. You wouldn't want to have the nut holding your wheel on to back off.
