If you want a more molded shape, you can get some inexpensive paper clay, or make one from paper mache with old newspaper and a paste of flour and water. That's pretty easy. You can make a basic support from aluminum foil, and then place the moistened strips of paper on the form. You probably will want to build it up in layers, letting each layer dry well between applications. You can speed up the drying by placing it in a slow oven, at about 200 degrees F.

You can also use soft paper, like paper towels or toilet paper for more detailed areas. Just make sure that paper is well drenched in the paste mixture. You might want to either get some paper pulp for paper mache or pulp up some by tearing newpaper into small pieces, and adding water. Let that sit for a while, and then blend well - sort of like making pulp for making paper. You'll probably want to let most of the water drain out the pulped mixture before using it.

Once you've created a mask or other form this way and let it dry thoroughly, you can sand or paint it with almost any paint types - you may want to seal it before really using too much water on it though.
