Your congressmen, basically.

The Uniform Time Act of 1966 was modified in the Energy Policy Act of 2005 to shift the start and end dates of Daylight Savings Time beginning this year. Instead of the first Sunday of April, it will now be the second Sunday of March (March 11, this year), and now the first Sunday in November (November 4th for us) rather than the last Sunday in October.

This gets us a total of an extra four hours of daylight.
