If you're using laundry detergent, you'll just need about a teaspoonful. Let the garment sit it the soapy water a minute or two, then swish it around for a minute---simulate the motion of a washing machine. Then squeeze out the water and fill the sink with clear water to rinse until no more suds come out. It might take a few times. If the garment is sturdy, you can wring it out by laying it on a towel, rolling it up, and squeezing out the excess water. Otherwise, just hang the item up until it air dries.
If you're using Woolite, read the directions on the bottle.

Very little soap is needed if the shirt is not stained, probably between a teaspoon and a tablespoon. Add the soap to the water before you add your shirt so it will have a chance to dissolve. Let the shirt soak for several minutes and then gently squeeze the water through the shirt, rub under the arms and anywhere else that might be more soiled (sometimes around the collar). Rinse the shirt well to remove any soap and wring, or for more delicates I roll the shirt in a towel to remove the excess water.

Most people put too much soap-detergent in. If you are washing in the sink and there's still bubbles on the top then all the oil has been incorporated (sapponified) and the oil should be out. Then rinse it until the bubbles are gone. Why? Because you have gotten the oil out and you don't want residue there. The residue left in will capture grease sorta like it it did when you were washing it in water. That's why you usually have one wash cycle on a "wash" and three rinse cycles. TOO much soap gets things dirty if not rinsed out.

Normally hand washing instructions are included on the back of the product. Probably shouldn't use more than an ounce. I have a bad habit of over using but have read that too much detergent can have just the opposite effect that you are trying to accomplish. Sounds strange but it was explained and made fairly good sense at the time. Wish I could remember the details. Just soak well before washing.

if it doesn't have serious stains that need to be removed, you need very little soap. A tablespoon of laundry soap ought to be more than enough.
