I offer some opinions though the Q and answer has little to do with GOVT. Philosophy.
GREEN is the predominant color on the planet and even if subtly,,, suggests LIFE and Sustenance,,, as many equate money to.
You might notice however that not all global paper money is GREEN.

Its an American thing, in Australia we have different coloured money $5 is pink, $10 is blue $20 is reddy colour $50 yellowy colour and $100 is green.
