There were actually 3 Carthaginian leaders named Hannibal, the most famous of whom is Hannibal Barca. He actually had significant successes against the Romans for about a decade.
He conquered virtually all of ancient Rome, but the city of Rome itself was so heavily defended that he couldn't conquer it. When the Romans launched an attack on Carthage he was finally forced to withdraw.
He was born in Carthage, a city state that was located in modern day Tunis, Tunisia in North Africa.
