You could you notepad or wordpad that comes with XP, but do you Microsoft Office because MS Word is best. You can do way more with formatting an making it look better than notepad or wordpad can ever do.

If you have Microsoft office or works you can use MS Word, or you can even use Wordpad that comes with windows which is located in the start menu under accessories.

Get open office.org if yu do not have microsoft office.
It is a free alternative under the GNU lisence.
Open office writer should do the job!!
and also use text editer
