I am not a registered driver on a rental car. I received a speeding ticket in this rentral car. Will there be any penaltys from the rental car company to the renters of the vehicle?

There should't be, but there will be penalties to your insurance the next time you renew.

If it was from an officer, as long as you pay the ticket, the rental company will never know. If it was photo radar, the rental company bills the renters, and likely keeps a file on the incident in their name. Have you considered the implications of having an accident in that car? Renters cannot just lend the car out willy nilly, it isn't their property.
