I live in a neighborhood with a homeowners association, basically they hold meetings that no one knows about and make decisions that are of no value.

Get together with your neighbors and take it over.

The bylaws for the organization will tell you what is needed to dissolve it.

First of all, you should understand that the reason HOA's exist is to protect property values. The decisions made should be made by all the homeowners, but this rarely if ever happens. If you're not getting notified of meetings, contact the association. If, however, you just choose not to attend, then you have no right to complain or to attempt to dissolve the association. Drive around town. Do you notice that some areas are nice, with lawns mowed, weeds pulled, houses painted, etc? Now notice areas that are run down, gutters falling, street lights out or missing, etc. The difference between the two is often a strong HOA. The HOA is made up of homeowners, and if you don't participate, you can't have a strong association that will work to protect your property values.

Homeowner's association's are in place for a reason. You cannot get rid of them and should not get rid of them. What happens if one of your next door neighbor painted their house an aweful bright pink...the homeowner's association are there to step in and have the authority to make them change it. There are certain people in charge of the homeowner's association and they hold meetings to discuss currrent issues within the neighborhood and construct ideas on how to positively improve the neighborhood if needed. You have the right to go to them if you do so desire.
