I have never known a car to have a governor unless it is on something like a school bus or any other vehicle where the speed needs to be limited. Besides, you did not give the make model or year of your car, or if your supercharger is factory or aftermarket, so no one will be able to give you a definite answer on how to resolve the problem you are having.

I had the some problem. I went to a place where they fix fork lifts and I payed the guy $50 under the table and he took care of it. Do you know any fork lift places if your area? I'm sure you can get this thing taken off at other places too, but this one woked for me.
Best of luck.
