Uhhh, that would be a no on that one. Sea Hag is always meant in a derogatory fashion and never ever means anything good. Sea Hag denotes a witch like appearance that no self respecting gal would want to be accused of.

The Urban Dictionary gives some definitions and examples for "sea hag". None of them come close to complimentary.
