is there a way to determine whether the coat of paint i am about to paint over is oil or water based. I am using water based paint and have heard it can bubble and crack if you paint over an oil based coat.

You can paint water-based over oil BUT NOT oil over water-based as it could pull the water-based off. I agree with one of the suggestion to buy a liquid sandpaper, rubbed on water-based paint it will tack it up and dull the sheen for painting, if it's oil you'll really have to rub for a bit to dull it so this is where you scuff it up with 100 grit sandpaper to dull the sheen so your new paint will adhere well. good luck

I paint landscapes and that's where I got this tip: oil based paint takes a long time to dry. Acryllic paints are dry within an hour or two. Not that you'd want acryllic paints on your walls, but I'd imagine that any water-based paint would be the same. So, do a little test: paint a spare piece of drywall or whatever, and go away for an hour or so. Come back and see how dry it is. If it is dry or semi-dry I'd say it was water based. But if it is still very wet, oil it is.

If the can doesn't say or is worn off, place a little bit on your finger then run water on it if it smears all over and won't clean off then it's oil based, if it's water based you'd be able to remove it easly without leaving any trace on your finger. Hope this helps.

Go to your paint store and buy a product called Liquid Sandpaper - follow the directions and you'll have no problems regardless of the original finish

I was told that if you look carefully at the paint work you can see streaks and brush strokes, if it is water based. Hope that helps.

Read on the can. It should tell if it is oil or water based. You can also ask the store clerk.

if it tastes BITTER it's oil based paint
if it tastes like PAINT it's paint(normal)
