No. You have to ask for permission (usually written record) from the owner. If they've (the owners) have gone through all the legal means of privitizing the pond legally then you could be fined or arrested for fishing in it! =)

NO WAY. Someone went fishing in my pond and got even stole my worm. I would not wish that pain on anyone else. . . . .not even my worst enemey (if I had any)

Yes. The whole thought of stealing brings excitement and adrenaline, thus adding to the fishing experience. I would do it anyday.
