It was a simon and garfunkel song, so it would have been written by Paul Simon.
Art Garfunkel only played on it, and did not compose or write it. Apprarently it's about the quitness after the assasination of JFK.

According to Simon & Garfunkel CD's, it was Paul Simon. Simon wrote or co-wrote, with a third party, just about everything that S&G performed.
