disconnect ALL peripherals. Reconnect only the monitor, keyboard, & mouse. sometimes usb items will cause the machine not to restart. try to restart with only these added and see if it works. If it does, add any additional items 1 at a time and restart.

I hate to ask, but is the monitor hooked up to both the power and the computer (two seperate cords)? If the monitor will not "power" then maybe the power cable to the monitor is bad. try switching it with the one for the computer. if the monitor gets power but won't turn on (a yellow light that won't turn green) then there's no signal getting from the computer to the screen. Are any pins bent on the connector? Is there another connector on the back of the computer to plug the monitor into? If the connector is fine and there is no other monitor port on the back of the computer, then you probably have a bad monitor card. Have you tried putting in a different monitor card from another computer? That would seem to be the next step to me.

Replace your video card. If your computer has an on-board video system, then read the user manual to disable the on-board video and go to the video card; it's usually a jumper of some kind.
If you don't want to spend a lot of money, get a card from Craigslist used ( if it works, then you can decide if you want a better or faster one later ).

Your symptoms are typical of video card or hard drive failure. First, get yourself ANY old but working hard drive, regardless of the speed and size. Connect that drive to your IDE ribbon and attempt to boot. If you are able to see your screen, you obviously know its a hard drive failure you were having. If after attempting the hard drive solution you are still having the same problem. Try using your onboard video, if you have one. If you get a screen from onboard video you are having a video card failure. If you dont have onboard video replace the video card. Your problem should be solved.

check your memory. you may have a bad memory. If you have two take one out and test computer. If that memory doesn't work try another memory stick. You can also check your video card.
