Personally, I would take a c2c train from Grays to Barking, where I would change onto a District Line train to Victoria.

This overcomes the lengthy walk between Fenchurch Street and Tower Hill that would be needed if you stayed on the c2c train for the entire trip into London.

Walk to Grays station.
C2C train to Fenchurch Street
Leave the platform via the stairs in the middle
Short walk to Tower Hill station
Westbound District Line to Victoria.

You could change at Barking or West Ham on to the District Line, but this would add around 20 minutes to your journey.
