Well the majority of MMORPGs are pay to play...the good ones at least. You should check out Silk Road Online, maple story, Voyage Century Online (very different MMORPG, pirates and ship battles..fun stuff)
The only drawback to the free MMORPGS is that a great deal of them are from Asia and the translations are VERY rough...so it takes a good bit of a atmosphere away from them. But they are still fun.

there are tons of free 2 play & free 2 download MMORPG, it depends on which type you would like. For my experience, I would suggest:
