It wasn't 21 it was number 2 and it wasn't for Dee Brown, the No. 7 Jersey was a tribute to Dee Brown along with the no look dunk. I know Green's no. in high school was 25 and he is now no. 5 so i guess wanted to have a no. 2 and no. 5

EDIT: It was Dee Brown but he wore #7 so I don't know what the 2 was for. Sorry.

The number 2 is reference to the death of Red Auerbach, greatest coach of all-time. Even though he was a coach, they retired the number 2 jersey in his honor
