My guppies and neon tetras were in two different tanks,but now they are in one combined. I have 2 gupies and 3 neon tetras. Ever since I combined them the guppies stay at the top of the tank, tetras in the bottom. Is this normal? And when I say top I mean the top 1 inch.

It's not totally unusual for the two groups to stay away from each other like that and since the guppies are the more top water fish, that's the place they choose to hang out. Given time they should begin to mix more and share the tank better.

Which group of fish did you move? Did you move the guppies in with the tetras? or move the tetras in with the guppies? or moved both groups to another tank? It looks like to me (and I'm just guessing) that you moved the guppies in with the tetras. Different tank with different enviroment. Guppies sounds like they may be in some shock. Do a 20% water change and add some stress coat to the replacement water and see if they don't start settleing in to their new home.

I had that exact combonation of fish in my tank. They seemed to get along fine, so I am not sure why yours are staying at the top of the tank. The Neon Tetras might just be a little shy meeting their new tank buddies. :)

Guppies are suppose to be top level fish and tetras lower, but I think they should still be in separate tanks, since they have different pH preferences(tetras like solf water, guppies like more hard water)

it really depends on tank size
I would get 2 more neons they do beter in groups of 5
and I put in alot of plants both of those things would "unshy" the neons
