a federalist before the constitution was ratified was a person who supported ratifying the constitution. the strongest and most imporatant federalist was alexander hamilton. some more federalists include john hay. after the constitution was ratified a federalist was someone who believed in giving more power to the federal government rather than the state government and the people. agian hamilton was a strong federalist until her was killed by aaron burr in a duel. federlaist were important because if federalist never existed we, (the usa) would be governed by the artivcles of confederations. good luck!
