I will be learning it myself through a book -- no class. How long will it take for basic competence?

It is like learning any new language. You will eventually learn to actually "think" in terms of c++ or UNIX commands. The amount of time depends upon your determination. The more you practice and push your limits, the faster you will learn.

I assume you are learning Programming C++ for UNIX... This depends on the purpose and your creativity to chage and manipulate things...
But i will say you be careful for some mistake somewhere might make your system unreachable...
