Well, let's see. If law is entirely man-made (secular view) then clearly its made by--and for--people, not people for the law.
Now, if you're a Christian, Christ's answer is clear. He was referring specifically to the rules regarding the Sabbath, but the context is clear. The law is mande for man, and not man for the law.
Of course, the right-wing fundies seem to think that means they get to make laws for everyone else, but don't have to follow those laws themselves.

Unless you're talking biblical. The the questions still stand. The Bible belongs to God. Who made the law, and where did man come from?
Sheep? Goats? Paper and people. You need to clarify apples to apples. You have oranges in there somewhere.
