V in the comic was a masked revolutionary who believed the Parliament of Great Britian needed to change to really serve the people rather than serving its own greed. Like the film, in the comics V never revealed his true identity so therefore when Evy claims to have "known" him shes really saying that V is her-meaning he represents those who want change, the downtrodden, the less unfortunate, those who have been plauged by the powers that be and have no voice.
