That's an impossible question to answer. Different fish need different things.

The most important factors are water quality and conditioning. Keep your fish in pristine water,do extra water changes.Do them carefully and well. The new water temperature should match the tank water exactly, the ammonia,nitrite and nitrate numbers should be perfect. The pH, hardness and alkalinity should match the fishes native water as close as possible. Amazon fishes might like a little peat moss in their filter to simulate the black-water rivers. Rift Lake cichlids may benefit from coral sand substrates. Some fish spawn over gravel streambeds,some over sand. Find out what your chosen specie needs and give it to them. Then, learn about the fish's nutritional needs. Some types are vegetarian and benefit from fresh plant matter,some need diets with a lot of insect material,almost all will fatten with some sort of worms in their diet(but not Rift Lake cichlids they can't tolerate meaty diets and will die quickly from them). Naturally all of this feeding will serve to increase the need for water maintenance even more. After all this,you may still need to find a "trigger" mechanism to get them going.Changes in water chemistry,temperature changes,massive water changes,things that simulate the seasonal changes,(I knew a man that tried simulating thunderstorms to trigger breeding in one African species.),are all triggers.See,there are hundreds of answers to your question,but the one answer is study and learn.----PeeTee

Livebearers are really easy to breed(platies, swordtails, mollies, guppies). As for egg layers, each kind of fish has different needs in order to mate. Get a book on your type of fish.

first try a good movie like TITANIC or maybe THE NOTEBOOK, both are very romantic. next some romantic music something slow and relaxing.. then some candle lights and a good meal..do not serve fish!! it will horrify them and the mood is ruined.

Romantic music and candle light when you feed them.
My fish prefer Chopin, but try some different things. Oh and be sure to give them privacy.... unless they're exhibitionists.
