For starters, it would help if you have some talent with regards to art whether it be via the traditional means..ie, pencil, pen, paint, gouache and the like. These days most people are artists in the digital sense. Photography is also another medium.
Next step would be perhaps to enrol in a relevant course...ie. Graphic Design, Advertising/Visual Communications. Most people who design album covers tend to be Graphic Designers and those who aren't....are obviously very fortunate indeed.
