those are really cool shoes. if your birthday is coming up, you could tell her that thats what you wnt for your bday. other than that, you could just start showing her that your responsible by doing work around the house w/o her having to tell you, and stuff like that.

Okay you may be to young to go out and get a job - but you could barter (negotiate) with your mother for the shoes. Offer to do more jobs around the house - I'm sure she works and the extra help would be appreciated (and of course don't complain about doing the work - remember you are getting the shoes in exchange). If you have younger brother and sisters offer to help with them if you're old enough to babysit. Mow the lawn, clean closets, do the dishes, or the laundry. The refund your mother is getting I'm sure is already spoken for in paying bills. Life is expense and nothing is free, you have to work for what you want sorry to say.

You're sounding a little greedy to me. Baby-sit, mow lawns, shovel snow, wash cars. you are not to young to make money.
Don't bring up the tax thing. They already buy you food, clothes, and everything you NEED. It costs around 1,000,000 dollars to raise one child New Born-18 years.
Since you are to young to have a job, you will grow out of the shoes.
Wait, or make the money yourself.

The tax money is hers, not yours.
Why ask her to buy them? Instead, tell her you really want them and are willing to work for them. Ask her what you can do for her to earn them. She can buy them and keep them put up until you earn them. Tell her you really want to show her that you are willing to work for something you want and it would be a great learning experience for you. Plus, knowing that you bought them yourself would make you take better care of them too.
Better make sure your feet are done growing. I think you would be upset if you worked hard to buy a pair of shoes and only were able to wear them a short time because you are still growing. (That happened to me once and I realized why my parents didn't spend a lot of money on any one item of clothes for me!!)
