Virtually anything can be made into a turbo including the RX-8. However, as the horrible reliability of the RX-7 proved, Wankel cycle engines do not enjoy forced induction very much. Although the Renesis is a better engine then the 13B, but IMO Wankel cycles are best in NA form. There have been some mild RX-8 turbo systems made so far.

yes it can. there are a couple of people that have done it here in australia. and i think mazda have tried it themselves as well
