I know that the title means 'the cockroach' but what is the overall meaning of the song?

La cucaracha, la cucaracha
Ya no puede caminar
Porque no tiene, porque le falta
Marihuana para fumar.

This translates to:
The cockroach, the cockroach
Cannot walk anymore
Because he doesn't have, because he lacks
Marijuana to smoke.

When I took Spanish a long time ago in middle school, we had different lyrics because they didn't want to encourage marijuana usage. Same first three lines, but the last line was "dinero para gastar", which translates to "money to spend".
So in our censored version, he can't walk anymore because he doesn't have money to spend.

La cucaracha, la cucaracha,
Ya no puede caminar,
Porque le falta, porque no tiene
Una pata para andar.

The cockroach, the cockroach
Is no longer able to walk,
Because he lacks, because he has not,
A leg for walking.

This is just one version, the one that I learned. There are others with different translations, but that is what this one means.

I hope I was able to help.

Marijuana sets the tone for this song. Lyrics have been altered by some to make a more playful, childlike spanish rhyme.

You have to smoke a lot of marijuana to dance the cockroach.
