Boiling hot water last night... Ice cold water today. Whats going on?

So, before I get started, I think it's worth mentioning that I live in a dorm. That being said... Last night, steaming hot water was coming out of our (hot) water faucets and the shower, and even the water in the toilet was warm/hot. It's not like you'd turn it on and it gradually got super steaming hot... Within a second of turning it on, there was steam. The plumber was called and now the faucet water is back to normal (still a little hot, but not melt-your-skin-off hot), but now the shower water is ice cold (even after running it for 10 minutes, with it turned all the way). On the floor below me, they had the same problem last night, but the shower is fine now. So, first, how does the water even get that hot in the first place, and second, what's going on with the shower now?

First, there was probably a deficiency with the water heater and it probably got steaming hot all of the sudden becasue the valve broke of the cold water so steam came out, becasue in dorm rooms theyre controled in different places and cant have then checked out so often, so sometimes little things break or minor things happen, so it gets either too cold or too hot. And second, it's probably where the water heater is located in the dorm building, and depending on that, there can be some cool air penetrating from the outside and making your water very cold, and having the sensation that it is icy. That's probably what happened there.

The water is most probably heated with a boiler system and, someone let the water/furnace over heat. Like the old boilers in the Army, they also heated the water system. When someone wasn't looking it would run free and heat all the water and even back up the cold water pipes creating havoc and sometimes burned several people. I didn't think that happen anymore.
