Italy has a lot of internal problems. For one, the government is not as stable as some other countries, For another, there has been an influx of refugees from other countries like Albania, the former Yugoslavia, Turkey and gypsies from Romania. This has destabilized the Government because Italy cannot absorb that many people. The Free Health Care program for poor people , many of them who do not speak Italian, has put quite a strain on the Italian economy. The labor Unions in the Northern part of the country go out on strike at a moments notice which again is reflected in draining the economy. Last but not least, not all Italians pay their income taxes so that the government has a difficult time of balancing revenue against expenditures thereby having to borrow via bonds or from Banks.
