I will be purchasing a new laptop this week and need to be sure the one I end up getting has an NTFS file system. Do I assume that any new computer with Vista on it has the NTFS file system or is this an option I'll have to look for when I configure the laptop?

During the installation Vista will give your the option to format the drive.

Yes mostly all computers come with NTFS formated hard drives. It doesn't matter which version you have it will usually always be NTFS.
