As stated by most answers, this is probably a fan issue. If the noise has just started up or has progressively got worse, then it will either be a failing fan or your heatsinks are blocked with dust, meaning your fans have to work harder to keep cooling. Open the case up and identify where the noise is coming from, and either replace the fan(s) that are noisey or get a vacuum cleaner or can of compressed air to clean out the dust.
If the computer has always been noisey then there are many options, some of which are cheap, some not so cheap. The most likely culprit is a noisey fan on your graphics card or northbridge (this will be a small fan on the motherboard itself, not the cpu). Quiet replacements are available for both. The best thing I can recommend is to go to www.silentpcreview.com and read up on quieting your pc there. There are many very knowledgeable people there who have computers running silently, and many cheap/easy options for making a big difference to the noise of your computer.

You may not have too buy anything, open the computer case and turn the computer on and listen for which fan is the noisy bastard. It may be your graphics card fan or your cpu fan, these are most likely. when you work out which one the first thing you should do is get yourself a can of compressed air and clean it out. Take the fan off if you can and scrub it down. If it is your graphics card fan, theres not much you can do apart from cleaning it and making sure no parts are loose, you can replace a cpu fan, make sure you get the details of your motherboard, your cpu and your fan, you will find them all inside your computer written on each of these components, then head to your nearest geeky shop with those numbers and get a replacement for the fan.

first you have to check what's making the noise usually it's a fan or something like that. the fan can be just dirty or broken. so first you have to make sure what''s making the noise. then ask about that exact piece and what to do with it.
you can take off the left panel of the computer and have a look to make sure of the noise source.
in case it's the fan try to clean it up if the sound persists get a new one it's not expensive at all. costs less than a McDonalds happy meal

The fans might be going dead. You can buy a replacement for about
15 bucks. You can insulate the hard drive so that it doesn't whine quite as much when it is being accessed.Other than that, there's not much you can do, unless you have a lot of old sound baffling from a car or something.

Probably due to the design ie: Dell Pentium 2 400 mhz had hard drive at the front , so it was quite noisy. Pentium 4 design is very quiet.

Computer noises are mostly because of a faulty or old fan. I suggest you replace the one(s) you have with another of the same type or one that is compatible with your processor. Fans are generally cheap so no worries there.

It's either your fan or your hard drive,the only two moving parts in your PC,if it's your fan you can replace it very cheap,but if it's your hard drive it might not be worth replacing it

noisy as in what. harddrive to loud? fans too loud? you really need to give us more info. if its the harddrive some of them are just loud. if its case fan or the CPU fan. they do sell quieter ones. but unless more info is provided cant tell you what you need.
also loud sounds can tell you that something is going bad.
