Which U.S. state has the shortage average hieght?

I don't know for certain, but if I were to guess, I would say Hawaii, followed by Alaska. Caucasians and Africans tend to be among the taller races. Hawaii is predominantly Japanese and Polynesian and Alaska has a very sizable Inuit population. Again, it's just a guess, but an educated one.
