I will be building a network rack enclosure, but unsure on how wide to make it.

You can find used racks all over the place. Would be cheaper, and I would be concerned a home grown one would be too weak. Besides, racks have a zillion holes!!!

But to answer your question, the outside is about 24 inches, inside 19 inches, about 30 inches deep. The inside is an industry standard, as well as the 1U hole spacing, so check for exact measurements.
