We really need more info than that. It could be any one of many things some bad some not so bad, but there is no way to know without more details about your tank. How many fish and what kinds, size of the tank, are the affected fish both one sex or not, what sex, what is the temperature of your tank, can you see anything else wrong looking about the fish? Please answer these questions and it will be much easier to help you

how many do you have? Look at their tails. What probably happened is that the other guppies (usually a female) ate their tails and they are having a problem swimming. If they look fine, they are probably just old.

if they are male they may be dying, i have seen mine do that for up to a wk before they become floaters. if female they may possibly be giving birth (or getting ready to), or trying to hide from the males, as they are consistantly be chased....if ya know what i mean.
