All of the members of the house vote.The party that has the majority normally wins.The first must be nominated by their party, then they vote.the one with the most votes wins.The other party that looses chooses the minority whip,and becomes the most powerful person in their party.The Speaker of the house is also 3rd in line for the presidency.

The Speaker is voted in every two years. Each major party in the House (Democrat and Republican) will select a nominee. They announce it and the House votes. Reps don't have to vote for the nominee or even vote at all, but since voting is done orally, party leaders know who votes for who and will usually make the Rep's term a living Hell if they don't vote for the party's nominee. Therefore, the majority party gets their way. Generally the speaker is selected because of the values that reflect the party's although originally (per the Constitution) they were to reflect both party's interests. The Speaker doesn't have to be a Representative (Constitutionally) but it has always been. There is also a majority and minority party leader who operate directly under the Speaker and they are appointed within the separate parties.
