When does government stop protecting its citizens from each other and begins protecting them from themselves?

At what point do you feel this happens? Global or US examples would be wonderful, perhaps specific legislation or court decisions.

This is from an argument at a bar last night that ended when we were kicked out because we ran out of money, at which time we were far too drunk to remember what we had already said.

When they start passing anti smoking, mandatory seat belt and helmet laws also requiring all new cars to have air bags even though it has been prov-en that airbags can themselves cause injuries

This is all liberals do.It started with the 16th amendment and was enlarged by FDR.Liberals feel we are not capable of taking care of ourselves.
