That's not a problem CPU's like cold and hate heat. When the 486 processor first came out there was a high end workstation that had a nitrogen system to cool the CPU. The cooler the CPU is the more efficient it is.

How do you know if it's going down? You normally shouldn't have to worry as long as your computer isn't heating up, but there could be a problem with the fan over-cooling the CPU.
I use a small program called Speed Fan (http://www.almico.com/sfdownload.php), which tells me a lot of information about my motherboard and how hot certain parts are getting on it

shop the cabinet open and place a table fan in front of it. I face the comparable issue in summer season as room temperature itself reaches as much as 40 levels C and comp shouts down immediately. although i don't use table fan i presumed it could help. I shop a textile sopping wet in water on my cabinet good and get rid of one side panel.

Thats great the cooler your CPU is running the better, its more stable at cooler temperatures.
