The correct answer is desert regions. However see my answer to your other question on high pressure and rain. I took "persistent" to be seasonal in that case. But if you look at the horse latitudes which are dominated by high pressure, there is little or no rain in those latitudes.

It's an area of descending and warming air so it has relatively low humidity and tends to produce areas of desert.
