This is the ideal of a guru-kulam, literally, the Guru's Family. The ancient guru-kulams were forest academies where the children were admitted from the age of five and studied and practiced their disciplines in a celibate state for as long as it took to master an area of knowledge.
By and large the students were expected to follow the rules of
(1) etiquettes of humility, egolessness, self control, renunciation and love towards teachers and towards each other,
(To some degree this is taught in most Christian schools)
(2) daily time schedules including the times for prayers and meditation,
(Also taught in Christian schools)
(3) dress codes,
(Both public and private schools impliment this)
(4) celibacy and loyalty
(Catholic's have taught this in their schools for a very long time)
(5) disciplines and methods of learning as advised by the teachers and guides,
(We are just learning how people learn and are addressing it through most of our public and private schools)
(6) any others that may develop from time to time according to the capacity and will of the students as determined by the achary
(As many school both private and public allow students to go as far as they can in their given school and many are encouraged to go further by their teachers)
We have private schools who are attempting to educate students along these same lines. If a public school were to teach along these lines they would be sued for discrimination, harrassment, or any number of things.
Would this education stop people from hurting each other probably not because there are always the ones who will not learn nor can they be taught to be kind or gentle.
The ego is a powerful thing and when people deny that there is a God and attempt to make laws of right and wrong there are going to be many mistakes and constant revision, therefore we can only teach what will be learned and hope that the inner man (the little small voice inside) will prevail.

Of course, in the U. S. A. teachers used to be able to give out disciple, until abuses were noted and teachers no longer were able to act in any manner that might cause mental or physical disciplinary acts that would leave bruises or even scars on a child's body or mind.
Disciplinary acts are supposed to be challenges for a child, anyway, not threats of dis-association or dis-memberment.
People are the government.
The people who think the government is someone running an office in their countries established Government Buildings are mis-informed by some lack of their own understanding.
Now that the Government Official is in office the People (the real governing body) must make it known to that official what they want. Otherwise that official is sitting by a silent phone, in a private room, and getting paid to sit and wait for mail and telephone calls.
Send a hand written letter to your Government Officials, because handwritten letters still get more attention, as of yet.
Start a community petition to change the way schools are run and don't just get them to sign it, get the signers to back it up by going to PTA (Parent Teachers Association) meetings each time the schools PTA group meets. Get them to become more responsible Parents.
Or else; all you have is another government inked piece of paper to show off at your next pride meeting with the boys and girls of your household.

closest to this will be schools like Rishi Valley of the JK foundation, where children are taught [close to nature, no rigourous education methods] little differently
The first question u would ask is will my child be ready for higher studies after schooling or the job market if taught as in the olden days -gurukul. There are schools such as ved pada salas where you can become a prohit etc. which are in the old ways. repeated recitation and doing chores for the master.
May be you can take some portions of the gurukul method and make into residential school experiment. What would u teach vedic math ?. what vocations will you choose after u finish. they can make u teachers, painters, writers etc if u have gone the gurukul way of learning. how many take up education for education sake, it will always be for benefit.

gurukulam system is not possible in modern India because of the population boom.
another reason is that the world has bcome so modernised that studies without a comp is not possible.
character bldg. and values in children shud ideally start developing from home itself. the seeds of goodness is sown by the parents which r nurtured and developed in school.

What makes you think that systems that worked in ancient India are the one and only solution for modern India. Modern India is much more complex (and advanced) than your simplistic solution.
Also the government couldn't afford it for every child of India.
