Is this true? I mean, you would have to go ALL around the globe, right?

Look at a map. The state of California bends a long way to the east, and Reno is in the farthest west point of Nevada. It's true, all right. And no, you don't have to go around the globe, either.

Yes. Reno is west of Los Angeles. I'm not sure what you mean by going all around the globe, so I can't say anything to that.

Here's how it some selected airports stack up. Note that the bigger the longitude, the further west a location is. Santa Barbara's airport is west of Reno's airport.

Airport ---------- Latitude -- Longitude
LAX --------------- 33 56N -- 118 23W
Reno ------------- 39 29N -- 119 46W
Oxnard ---------- 34 12N -- 119 12W
Santa Barbara - 34 26N -- 119 51W
Sacramento ---- 38 30N -- 121 30W
San Diego ------- 32 44N -- 117 11W
SFO -------------- 37 37N -- 122 22W

The pacific ocean is west of LA. If you went that direction, I guess you would eventually get to Reno, but why go that far?
