A lot of people have given you tips on how to prevent dark circles, but here's a few steps to take to cover them up in the meantime.
After applying your foundation, pat on some yellowish/pinkish concealer from the inside corner of your eye out to the outside corner. (Make sure you pat it on with your ring finger. The skin under your eye is very sensitive, and the ring finger is the weakest finger.) After you have blended your concealer in, dust a loose powder over your entire face.
That should cover them up pretty well. Good luck!

Some dark cicling under the eyes is hereditory, and I appreciate your question.
Mine did not start until I started ageing. As some people grow older, the skin gets thinner and the little shadows show through.
There are various cover up lotions. Pick a really good one, not the thick stuff in a lip stick tube.
If it is really an issue, consult a dermitologist. (Consult - not commit to treatment).
Good lucl.

Preventive: drink 3L of water everyday, DO NOT sleep on your stomach, Elevate your head when you sleep so the blood doesn't rush to your eyes and cause eye baggage.
Corrective: Sunblock SPF60, put it on whether your indoors or outdoors. on top of that, put lightening concealer. That'll gradually lighten the area so long as you keep the Preventive regimen.
