Can't find any official "rule" listed anywhere, but here's how it cracks down -

Not including compensatory picks, each team starts off with a draft pick in each of 7 rounds. If they so choose, they can trade away most every player on their team for additional draft picks, theoretically until they have enough draft picks to fill out a squad of 53, because there is no official rule limiting the number of choices they acquire.

Would any team ever do this? Not if they knew what was best for them! But those are the rules they play by.

From Wikipedia: "The current format consists of seven rounds. Each team is assigned a selection in each round, with the team with the worst record from the previous year being assigned the first pick in each round. The team with the second-worst record gets the second pick, and so on. Ties are broken by strength of schedule. For teams that qualified for the playoffs, ties are broken first in the order in which they were eliminated from the postseason. However, the Super Bowl participants make the final two selections, with the team that lost the game picking next to last, and the winner picking last."

So, the answer is technically that a team can have as few as 0 picks if they trade them all away, or as many as 7*32(# of teams in the league)=224 if they trade for those picks. There are no limitations on how many picks you can trade for, although there are practical limitations based on the number of players on your roster, other trade possibilities, and ability to pay those picks. In theory, all teams get 1 pick per round=7 picks per team. But this never happens as so many trades include draft picks. Then in addition, there are the compensatory picks you mentioned above.

EDIT: I've done quite a bit more searching for this, but cannot find a list of rules online concerning the NFL Draft. It seems that there are not very many rules in place by the NFL concerning the draft. They select the order and place some restrictions on college underclassmen, and that's about it for the draft itself. The NFL does not list the draft rules online, neither does any individual team page; however there are teams and have been teams with more than 10 picks in the draft, not even including compensatory picks. There have been teams with no draft picks (the Washington Redskins a few years ago). I have not found out what is the greatest number of draft picks in the history of the draft, I'll try to do more research on this. There are some practical limitations to the number of players that can be drafted, but it seems like this might in fact be a theoretical question. There might be no rule concerning this, because teams all start with the same base number (7) and then free-market forces and salary cap needs determine where the teams go from there.

There are 7 rounds and each team is awarded 1 pick per round with each round starting with the team with the worst record picking first and the Super bowl winner picking last. Every team has the ability to trade draft picks so some teams will end up with more than 7 and some teams will end up with less (but if they can trade to get the guy they want then it is worth the gamble). They complete rounds 1 through 3 on the first day of the draft and the final 4 rounds on the second day. I dont have a link to provide but have a great understanding of how the draft works...no speculation...this is absolutely the facts of how each draft works today ( in the past there were 12 rounds).

Each team automatically starts with 7 picks, one per round, and when they pick is determined by their record (up to 20 teams) and then by how far they made it in the playoffs (teams with lower records in the case of a tie go ahead of those with better records). Super bowl champions go last in each round, while the runner up goes second to last.

You can have as many picks as you trade for, so technically you could have 50 picks if you managed to trade for the additional 43 picks. I wouldnt advise on that though. In order to do that youd probably have to trade the majority of your roster and half of your picks would not work out so well.

The advised amount (my advice) is 6-12, with at least 4 picks in the first three rounds

the first answer wasnt right i know for a fact the 49ers have 12 picks this year plus still may get one for losing julian peterson
and 8 of those 12 are in the first 4 rounds so the number each team has varies on previous trades

You can have up to ten picks. But you start with only seven so you would have to acquire them by trading with other teams.

The first answerer was right. The max amount you can have is 10.

it depends, teams trade picks for players and stuff like that. so it really depends on what the team does.
