At least monthly.

Those we elect are basically neighbors and easy to contact and talk to about any subject. It is your job as a citizen to be informed and to lobby your representatives.

People don't do that.
Everyone is afraid that they will end up on some "watch list" if they actually contact their congressional representatives.
It's a great way to have a docile and compliant population.
