Ronald W Reagan is my personal favorite. Before Nixon all I can rely on our histories accounts of each man, but my own knowledge of "The Great Communicator" puts him atop the field. Reagan's tax cuts accounted for the greatest rise in revenue for the government ever and his budget would have been close to being balanced if the Democratic Congress had not reneged on their promise to hold spending in check. Instead they passed one of the largest spending increases on record accounting for record defecits. Reagan's tax policies accounted for the largest increase in income for the middle class in history and kick started a terrible economy that had become stagnant and was mired in a deep recession.
Reagan realized that the USSR was on the brink of failure and began an arms race that was successfull in bankrupting the greatest threat to freedom on the planet at the time. The breakup of the USSR was the was the biggest single contribution to the spread of freedom around the world ever.

I say Theodore Roosevelt. He set up America for it's future greatness while in office. He worked hard to end corruption and he did just about everything a man could from Western Frontiersman to President. I especially liked his view on immigrants to roughly summarize he said that there is no such thing as an Irish-American or German-American, there are no "hyphenated nationalities" you're 100% American or your not American at all.

George Washington. The first one. No video cameras or rabid media trying to sell the most sex. He had no act to follow, and could set the stage. And I always loved that cherry tree story.
