This might sound like a stupid question. It's just that I don't really understand bisexuality. Can a man who professes to be bisexual be a bottom when he has sex with another man?

Certainly. Why wouldn't he be able to be a bottom with another man?
Bisexuality only entails the fact that you are sexually attracted to both sexes, not what you like to do with each. You'll find that there are bisexual men who like to only top other men, bisexual men who only bottom, and bisexual men who are versatile and go either way.

Nah, there's no correlation between the two. Bottom guys prefer the feeling of prostate stimulation is all. Tops prefer pleasure on the other side :p However, I will say that your perception of tops being mostly bisexual probably stems from the fact that topping is a more dominant role, and dominance is closely tied to masculinity, which I think MOST people can agree relates to straight men more so than the majority of gay men. I'm a bisexual guy myself. Love topping women, but bottoming men is just an entirely different experience (In a good way for me). :)

Bisexuality is an attraction to both sexes.
Being a bottom or a top is a sexual preference.
You can be a bisexual top.
OR a bisexual bottom.
OR a bisexual versatile.
Bisexuality does not imply that a man only enjoys being a top (or the one who penetrates). It only distingueses that the man is attracted to both sexes.

Quite frankly, yes, many times they are. One friend told me that for him, if his bisexual partners just didn't want oral sex they had a preference to be bottoms.
Gay men who have been married and have children can also be bottoms too.

yes they can be bottoms in fact I'm a bottom and to me it is the best because you get it all if you just wont to get off you don't really need a partner i prefer the whole interaction of the encounter

Sure he can. Bottom and top are just a preference for a sexual position. Oh and bottoms can be dominate when they want to be.
