The answer is monsoons. In the summer these wind system flow toward the land and in the winter months they flow toward the oceans. Tropical cyclones and typhoons have cyclonic circulation (in the NH) which never changes. Anticyclones have an opposite circulation which never changes. Meridional cells such as the Hadley circulation are planetary circulations which again never change.
