Also to ensure that in the event of an injury or accident, there is a procedure that details how the person should be treated, according to the injury sustained.

So that Gyms etc. cannot be sued by individuals if something goes wrong.
To set a basic level of health safety for insurance companies who have to insure them.
Encourage people to join sports facilities, knowing that they are as safe as possible.

You're doing a thesis or dissertation right? If you do not protect those exercising from injuring themselves they get hurt and sue you, the gym, for loss of of earnings etc.
